22 to play coming home against a holding game?

With the cube centered I think 13/11(2) 6/4(2) is the play, since I think we can often cube in a turn or two, and 13/11(2) prevents White from escaping (with 66 or 64 for example).

With White owning the cube I'm not so sure because it may be better just to play 13/9(2) trying to bring the position home.
