It depends on the content producer, and your feed viewer. Chris's XML links back to images on his web server, so unless your newsreader has the ability to archive messages including images linked to it, then the answer is likely no.

An alternative is for a feed producer to embed the actual image data in the XML of the RSS articles. If the feeds server goes down, the image can be reproduced locally. This method has more overhead since Base64 encoding isn't as compact as raw binary data.
