I think I'd just play 23/22(2) to keep some pressure on the 9 point or we may eventually get lucky and run and then 7/5 for money and even DMP.

Moving all the way with 23/21(2) lets white just play past us.

In the current scenario I guess you should make the play the keeps white from doubling and throwing away equity!
