62S-64X-32, 63S-64X-32, 64S-64X-32, and 64S-41X-32 are a contrasting group of related positions. All the same offensive threats White has in 64S-64X-32 are also present here. He has an extra checker in the zone, and can often make a new point while retaining his 8pt. In this position, however, Blue has a chance to cover his blot in the outer board. That is enough to trump anchoring.
It is interesting to note that hitting is also better than anchoring here, even though anchoring comes out on top in 64S-64X-32. The duplication of 4s in the latter position must be the difference.
