"That's the joke, but which country's inhabitants are really most likely to be monolingual?"
Tricky. Somewhere smallish so there aren't lots of neighbouring tribal dialects. Somewhere without great access to American TV. Somewhere that didn't get colonized by the Europeans, Russians, or Americans. Somewhere without lots of immigants bring in their native language.
I think we can rule out Europe and Africa, where most people have some English or French in addtion to a local language, and Central/Southern America where they have Spanish, Portugese or English. Many Americans have Spanish and Canadians have English & French. I think China has local dialects as well as Mandarin, and many SE Asian countries have an American influence.
How about North Korea or Cambodia? They've both had isolationist regimes.
