Not is possible. Player is cheat.
I've told Falafel for some time now that averaging under a 2.0 would not be all that hard and that the only real reason it hasn't been accomplished is there's no money in it. Once you get to whatever level the top players are at now it is such a grind to cut more off of your PR. There is little reward for a lot of work.
What CMC said is also true. To average under a 2.0 you have to consistently play so well. One off match will toss your average into a tailspin. Also, the top players should rarely be playing this well in live play if they're trying to maximize their winning chances. There are plenty of decisions that come up in your average match where given the elo difference the better player should be making a different decision than what the bot suggests. The simplest example is an opening 21/41/51. I believe that stronger players should without a doubt be slotting these rolls against most opponents. In one of my recent matches where I had a moderate score lead I was dinged ~.040 for slotting with an opening 41. Ridiculous. If you're trying to average under 2.0 then random .040 'errors' are going to crush that dream.
