I'm pretty sure having a better anchor than your opponent is not part of the metric.

Right. I was writing in a hurry. Comparing strength of the homeboards implies bold. I don't have an advanced anchor, so that implies safe.

Magriel is silent about your opponent's anchor, but it stands to reason that if it makes her more eager to play boldly it should caution you against playing boldly yourself. On the flip side, those checkers on the 3 are half-escaped so in a sense blue has more checkers back, which implies bold.

Since your opponent's anchor cuts both ways, it makes sense that Magriel didn't put it into the criteria.
