I think Phil's main point isn't about leveling the playing field. As long as people are approaching tournaments as an ROI proposition, there are going to be underdogs who will recognize that it's a bad investment, no matter how much you try to level the playing field. This isn't Lake Wobegon, where all the children are above average.

Phil's point, as I see it, is that there is a need to shift the emphasis away from an ROI mindset. If fees are lowered then people will be more willing to write off the expense as entertainment.

I also think it's true in practice that anyone who plays for a while and does well in the Intermediate division will no longer be welcome there. So it's not a solution to the problem by itself.
