I agree that it could happen even without any monetary incentive. However, the current system of tournaments isn't conducive to the kind of arms race that you hypothesize.

To foster the arms race, I think a lot more live PR tournaments need to be held, and the results need to be made very public right away. Online matches would of course be excluded from the calculation unless they were strictly proctored, simply because of the suspicion of cheating.
