I didn't respond earlier, because I really don't have a clue, but at Casper's urging, here are some thoughts.

The timing is not quite there for Blue to have a viable backgame, especially if you can't get a back checker clear of White's prime. I think that means you need to look at either going forward or finding some more timing.

If you are going to try going forward, advancing the anchor to the 21pt is probably the way to go, so you end up with b/23 22/21(2).

If you're playing for more timing, 5/4* or 7/4* look like good possibilities. I'd probably go with 5/4*, since it gives White fewer dancing numbers and keeps him moving. Maybe b/24 24/23(2) 5/4 would be the play, switching to a backgame that doesn't need quite as much timing. (On the other hand, maybe a bot would find something strange like 6/5, forcing White to play and giving him some problem doubles, depending on what you did with the rear checkers.)

Another possibility is b/21, keeping everything in place. This may buy you a bit of timing if White hits, or if you can escape that checker next turn.

I'd try the 5/4* play at dmp. Here, I don't think it succeeds enough to make up for the extra gammon loses, but I don't have any feeling about what is best. I'll flip a coin and go with b/23 22/21(2).
