These issues were discussed vociperiously and in great detail during the rewrite process. No consensus was able to be developed on these issues (making these plays a type of illegal play that cannot be condoned by the opponent). Coming up with precise language to describe the actual mechanics and timing of undoing such illegal plays also turned out to be exceedingly difficult. Deciding on exactly what plays would fit into this category was also part of the problem.

The two things you mentioned are still illegal plays that can be condoned by your opponent. Watch what you do with checkers of both colors on your turn.
