13/11 because we can use the point. 21/16 because there the checker can help to make outfield points, whereas it does little good on the 21. 13/8 13/11 starts stripping the midpoint and moves the spare to a less useful place, so 13/8 13/11 has two counts against it compared to 13/11 21/16.
