I was 2 tables away. Player A sounded louder to me (player A was facing my direction) however an open player who everyone knows and would rely upon to be on a tournament appeal committee ("C") was sitting at the table next to them and told me that B was actually louder.
I heard a fair amount of the initial bit. I then heard Player A talking LOUDLY about it no fewer than 5 times over the next 24 hours. I had to ask Barry to have Player A stop - it was disruptively loud (and this was subsequent to the issue with a third party). I had to tell player A each time to take the conversation outside because it was disruptive. I heard Player A's story change slightly from th initial issue to something a bit different later on in Player A's recounting.
C informed me that A never really lied about what took place but did do something illegal and refused to correct it when Player B said something and forced the director intervention. A believed that they deserved special treatment because of their lack of frequent live play (Player A plays plenty of tournaments and has played for at least 20-30 years.
C didn't seem to feel that A should be barred but would have ruled against A.
Probably a strong warning, some education (we're all special ;-) ) and letting other directors know might be the best policy. Perhaps there should be an ABT or USBGF file on warnings and sanctions at tournaments so directors can prevent the same people from getting away more readily with the same bad behavior? Only available to tournament directors on a password protected site where a particular name can be queried in the event of a dispute?
