It seems to me that Blue is simply trying for an advanced anchor, for better outfield coverage and to avoid being primed. In the first two positions, coming out to the bar point makes a bid for that point. In the third position, he's made an advanced anchor, so working on the offense takes a higher priority than trying to upgrade to the defensive bar point. Keeping the checker back on the 24pt gives extra outfield coverage, may enable Blue to make the 1pt later if he's hit, and keeps open the possibility of upgrading the anchor if the dice cooperate (but without the risk of stepping out to the bar point).
