"American Backgammon Tour" is nowhere in the title or heading of the "U.S. Backgammon Tournament Rules & Procedures".

The charter of the ABT is not to force TD's use a set of rules, rather to collect the results of all major tournaments in the US and create a yearly points race from those results.

The ABT gives directors nearly unlimited latitude in designing their tournaments. The only real requirments are that the event be more than one day long and that the TD pays the $20 ABT fee (which merely goes to pay for the three trophies).
