You are missing the distiction between the American Backgammon Tour and the U.S. Backgammon Rules.

The American Backgammon Tour is something created and administered by Bill Davis to create a yearly points race based on results of major tournaments. Nowhere in its charter does it say 'you must use the official U.S. Backgammon Rules". Perhaps it should, but it does not.

The January 2008 U.S. Backgammon Rules (and the Oct.2007 Clock Rules) have been ratified by a super-majority (2/3) vote of the 14 U.S. ABT directors. This means this is THE official set of U.S. rules that any director can (and hopefully will) use at his touranemnt. Even after this ratification, this does not force any of those directors to actually use these rules. Without naming names, it is still possible that you may attend an ABT tournament in 2008 this year that will not use these new rules.

So: Ratified? Yes. Forced to use them? No.
