I doubt White has 9% here so R/P. If White dances after Blue's next shake (or if Blue closes the board with 22 or 11), I think his chances will be in the 5-6% range. White therefore needs to win 16-18% when he enters in order to reach 9% overall wins and I doubt entering helps his game enough to meet this standard.
