I'm not sure I have a strong opinion on either side of this debate, but I do see a principled way to draw a distinction between tournament play and "money play" as the latter is usually conceived. Namely, in a tournament (if I understand correctly how tournaments are run), there is an a priori cap on how much money you can lose. If the ethical concern is that by gambling you entice people into losing control over themselves and, while in that bad emotional state, throwing away more money than they would if they were calmer, then this dynamic doesn't happen in a tournament. You might get steamed, but you can't lose more than $X, and the decision about whether you can afford $X is not made in the "heat of the moment."
