Seldom is one offered so direct a choice between the inside and outside anchors.

An anchor on the 21pt would face a four-point block with a gap on the 18pt. Were XG to fill the 18pt later, we would wish we had made it ourselves. Since making the 21pt would necessitate leaving a blot on the 18pt, XG would gladly hit loose there. If we could not hit back, XG would have a chance to make its four-point block.

Finally, the 18pt is easier to run from, should this develop into some sort of a holding game.
