A good cheat would cheat only occasionally and only when you weren't on your guard. The example you cite was either an innocent player or a poor cheat.
What Brett says is consistent with what I have heard from other sleight-of-hand artists. If you're a skilled artist yourself, and you're making an effort to pay attention, and the cheat is cheating often enough and in the same way, then you'll probably detect even a skilled cheat eventually, but there's certainly no guarantee that you'll always notice when "the move" is being made.
People who think they can detect world-class cheats without actually making a serious effort to master the technique are like people who think they're world-class backgammon players but have never had their play analyzed by a bot.
Here's a nice exercise, by the way. Check out this magic routine. Even if you know how it's done, I maintain that he performs the moves so naturally that you're not going to be tipped off by the "unnaturalness" of his motions. And he's performing the effect over and over again.
