Blue has a huge board advantage so he can afford to make a bold play. But what is his game plan? Blue wants to hit a shot. White's only spares are on her 6pt. So I don't think we should anchor with 21/20; that just gives White a safe 2 to play in the form of 6/4, and gives us fewer fly shots if White leaves an outfield blot.

Beyond that, I'm not sure. There is the prosaic 11/8, but this reduces the pressure on White's anchor. I will try 8/5. This prepares to strengthen our board even more, and with most rolls, White will not be eager to break her anchor to hit.
