I don’t recall where 21/18 came out in the eval (I took a peek after I posted), but my guess is that it must be weaker than anchoring.
White’s position is very brittle. Safe play is going to be difficult for him. Yet that is what he desires. The last thing White wants to do is trade hits when he is outboarded 4 to 1. Anything that makes it easier for White to play safely on this turn is going to be wrong.
Blue wants to maximize return shots. Forcing White to hit inside is the way to do that. Coming out to the bar point gives White a chance to hit outside. In general, that will be safer for White. In addition, coming out to the bar point invites a double hit.
When Blue comes out to the bar point, there are also many hit-and-cover sequences. White can hit with any 1, 2, or 6. After that, with a White checker sitting on his bar point, White can cover the blot on his 2pt with any 4, 5, or 6.
