Bob, I don't think what you say is true. I think you might have gotten my idea wrong.
I'm not scaling the errors based on where they were made. As you say, an error is an error.
So we're still summing up all the errors.
Roughly the PR formula goes like this PR = Sum(Errors) / [No of decisions]
What I was intending to do, was simply to scale the number of decisions in a given session (game), in order to make the PR less sensitive to easy/difficult games.
So the two players in your example would indeed end up with the same error rate (if I understand you correctly and they just err at different decisions in the same game, but the sum(err) is the same).
Please reconsider my suggestion in the light of this explanation. I'm sorry for not explaining my idea more precise in the first attempt.
