This is post-hoc analysis, so take it for what it's worth.

After covering the deuce point you have a choice of where to leave the blot. A blot on the 8 is subject to an indirect shot, a 4/36 chance, and that looks superficially better than the 13/36 chance of being hit on the 15. But when white hits on the 8 she accomplishes something very good - escaping her runner which is a main priority. OTOH, hitting on the 15 means breaking the midpoint and often exposing the remaining checker to a double shot. So while there are more hits on the 15, they don't play as well for white as hits on the 8. White might not even want to hit on the 15, depending on which 3 she rolls.
