I'm sorry, but I genuinely do not understand this position

Is the white position getting better? Can white hold the better position long enough? Will blue deteriorate soon? After paying with the shot for cleaning a point in front of the anchor, is it a cash? All this questions will lead the way to the stodgy, but simple 13/4, creating the better connected position. With many spares in the house, i want to duck, giving white a little bit of rope to decide.
