24/18 should be correct. In the early game, when your opponent puts a builder on the 9pt it is a call to action. You should respond with something bold, either slotting an inner point or directly challenging that key builder (e.g. splitting). Here, with builders on both the 9 and 10 points, a provocative response is even more called for. In addition, when your opponent has many builders in place for his 5 and 4 points, it's usually right to come out to the bar. If he hits, it distracts him from making a key inner point. If he makes an inner point, you will often end up with a direct shot in the outfield plus the chance to make the barpoint, making his newly-made point somewhat irrelevant.
In this case, Blue's better board, and White's stripped midpoint seem to make 24/18 even more promising.
