21/3* 13/7.

It is critical to get away from the 21pt (every White roll can hit there!), so 13/1(2) or 8/2(2) 7/1(2) are out.

That leaves 21/3* 13/7, 21/15 13/7 8/2(2) and 21/9 plus 2 other sixes, 8/2(2) or 13/7(2).

The third possibilities look inferior to the second move since it would be less harmful to be hit from the midpoint than from the 20pt.

The risks of failure of the first two moves look more or less similar, a double direct shot plus some indirects, but when 21/3* 13/7 somehow works (hit once but enters and covers the other blot, for instance), Blue seems to be much better, on average, than after a successful 21/15 13/7 8/2(2).
