I've been all but yelling at one guy on email for weeks...

Is this someone inside your company or outside, like a vendor who is supposed to be trying to make a buck off of you?

Kind of a customer/collaborator. He was supposed to give me a relatively small amount of critical information, presented in a clear way (ideally, presented exactly as I requested). Took him forever and a day, and even then, what he gave me had some mistakes. He routinely misunderstood polite questions in plain English, and we wasted a lot of time just trying to communicate.

It's not that this guy is malicious, or doesn't care about what he's doing, just that he lacks basic communication skills that ought to be a prerequisite for his job. The fault lies with whoever at his company picked him to be the liaison.

I've complained, seemingly to deaf ears. One theory is that he was intentionally selected to be a human bludgeon aimed at the company I work for. I still don't believe that, but I'm not completely discounting the possibility.
