I'm not being obtuse at all. You surely misunderstand me.
Woolsey's rule is a rock solid philosophy that many apply regularly to cube decisions, and indeed, if you search some of those positions here, you will see many people refer to it. In fact, I think someone did on John O Hagan's -2,-11 score position just recently.
This game may well be technically a game of pure numbers, however, it is the theory that, and similar rules that we play this game by, as most of us simply cannot compute the equities from looking at a board.
Of course, all these various rules and philosophies have their quirks and positions where they dont work, however, these are still rock solid concepts.
You ask, does it still apply? I answer: Yes, I think it does.
