I guess Blue wants to be hit.

It's not so much that Blue want to be hit. Rather, he does not want White to make the 2pt, and he also wants to build a five-point block from the 4pt to the 8pt. If White can make the 2pt, then it will be hard to crack him. He will be able to run, if forced, from the 3pt, in order to preserve his timing.

If Blue is is hit on the 2pt (and sometimes when he is not), he may be able to complete his prime by making the 9pt.
