Let's compare 21/13 with 10/2.
The risk of 10/2 is 4/36.
The risk of 21/13 is {64,51,52,D1,21,D5,D2} = 11/36.
Furthermore there is no real preference for the running play,
since the race is equal and the white position is on the verge of breaking something down.
