21/15 8/5 leaves only 66 to hit.

21/12 leaves 66, 62, and 61 to hit.

21/15 5/2 leaves 66 and 62 to hit.

21/18 8/3 leaves 61 to hit.

Of course, minimizing shots is not the full story; the ability to clean up afterwards is a big factor. I like 21/18 8/5 - it leaves the fewest shots (although the one it leaves is quite the joker) and brings the runner closer to home.
