Pay now or later related to a cube position

Undoubled: Blue is hoping not to get hit by white so makes the move which leaves the fewest shots. If white fails to hit, blue will double and white should probably pass unless white threw a big racing double. If white hits the blot with a 2, white will double next turn and blue has a pass. So the cost of leaving the blot is 1 point if hit and blue mostly gains 1 point when missed.
Doubled: Now if blue plays 13/8 13/9 and white hits, gammons are activated. White wants to be hit on on the 24 point so she can pick up some more blots. Now the cost of being hit is a possible 4 points. By playing 8/4 8/3 blue blue hoping to roll a double next time, clear up the blots in his home board and maybe make the 6 point next time, allow white to move those back men and perhaps whites board might not be if strong if blue has to leave a blot later, at least blue's pip count will be lower and so there is more chance to avoid a gammon. For sure, blue is likely to leave a shot soon and it is likely to be easier for white to hit but white is hoping the cost won't be so high later. One other thing, in a couple of roles white might be the one leaving a blot or blue throws a double and can offer the doubling cube back to white.
What would be the move if white had ownership of the doubling cube? I think 8/4 8/3 would be correct still.
BTW, this is my first post on BGO so hello all and please don't be too hard on me.
