"While a match is in progress players and spectators are not permitted to speak in any language other than English."

Is that meant to apply to partners on a doubles team?

"A player may use position cards, headphones, a cell phone, camera, or the like, if the opponent accepts this in each instance, such acceptance not to be unreasonably withheld."

What would be reasonable non acceptance?

"(i) PENALTIES - If the Tournament Director considers that a match is being played at an unreasonably slow pace, either or both of the following sanctions may be used: (a) the remainder of the match shall be played using a game clock. See section 3.5, subsection (vi); and (b) a warning shall be given that if slow play persists, penalty points may be awarded."

The match could be clocked AND still penalty points be given later on for slow play? That is bizarre.

"In case of dispute, the score-sheet of the trailing player in the match will be deemed conclusive, providing it is clear and unambiguous."

This seems odd. If one assumes honest players it seems much more likely for a player to forget to score a game than to score one that didn't occur.
