"If Player A has less than 30 seconds on the clock the clock is set to 1 second. If the premature action is repeated after the clock is set to 1 second the match is lost."
There is a difference between "set to one second" and "at one second" and I want to make sure I understand the rule.
Suppose that a player previously made an incorrect action for the warning. The player's clock has naturally come down to one second and the player again does a premature dice grab. Am I correct that since it was not "set" to 1 second that this penalty is a setting of the clock to one second and then a subsequent infraction would be a loss?
"(b) UNDOING OF ILLEGAL MOVES IN MATCHES PLAYED WITHOUT THE USE OF A GAME CLOCK - Acceptance of an illegal move is deemed to be made by the player commencing his turn..."
The previous rule says legal plays. This sounds like a leftover from previous rule set where legal plays was not the rule.
"when player A believes that the game is settled. If player B concurs, the players note down the result of the game and the next game may be started. If player B disagrees, the Tournament Director is called to settle the disagreement. If player B is right he or she is awarded 2 minutes of extra time, the game clock is restarted and the game is played to conclusion."
What is the point of all that? Why not just save the TDs time and roll the game out? Also the idea of a game being settled is problematic. Does it assume good play? Note that sometimes players mess up a gin gammon save.
"(c) UNDOING OF ILLEGAL MOVES IN MATCHES PLAYED WITH A GAME CLOCK - Demands for undoing are made by stopping the game clock and presenting the opponent with the fact. Once the opponent has accepted the fact, the opponent’s time must be restarted on the game clock. When the delay time has run out, the opponent may make a legal move."
Is the point of running the delay time out to "penalize" the player? Note that this penalty amounts to at most 1 second of reserve time while allowing the benefit of additional delay time to think. If the player wants to use more than 12 seconds of think time anyways it is literally no penalty at all while also giving additional delay time.
"MISTAKE AS TO CLOCK ACTIVATION - Where a player notices (or it is obvious that he has or should have noticed) that his opponent has made a mistake such that his opponent’s time is activated without him being aware of it then the player is under a duty to inform his opponent of the fact and failure to do so may result in addition back of the time so lost, loss of the game by such player, penalty points against such player, loss of the match by such player or disqualification from the Tournament of such player. In exceptional cases the player involved may be temporarily or permanently barred from future Tournaments."
A similar thing happens sometimes when player A cubes but doesn't hit the clock. Suppose that player B while thinking about the take notices that about a minute later and then as honor bound by the rules points it out to player A. Does A have a claim to get time back? Is that a case where it is obvious that B should have noticed?
