I agree with your analysis, I would like to add that 4/off 3/2*, when not hit, has removed one of white's annoying blots. This reduces the chance of double shots in the future. White can also get extra lucky and roll a 2 next roll which solves most of his problems.
Otoh look at 4/off 4/3: Even if missed now and on the next roll, white will stay there with his 2 blots and every roll blue can roll a 2 or worse a 1.
