Which federations have adopted "Legal moves"?

USBGF, Turkey, Japan, and most indpendent tournament directors (WBA, WBF) have adopted Legal Moves.
I think it is safe to say that within a year or two it will be hard to find too many tournaments that are not using legal moves, and even strong proponents of legal moves are allowing, and even announcing to their participants, that if the players agree to play legal moves in their match, that is acceptable.
A problem can arise if two players agree to play legal moves in a non-legal moves tournament, then a question arises and either player denies or forgets or says he didn't understand...then the TD would have to apply the non-legal moves ruling in such a dispute. One solution is that when two players agree to play legal moves, they both write that on the top of their scorecards so it can be confirmed later.
There is also a question of how the legal moves rule should be stated. Some believe that an illegal move can be corrected by either player until the next player rolls the dice, and others believe that even after the dice are rolled, if the illegal move is noticed, it should be corrected and the roll should be rolled over. I see advantages and disadvantages of both approaches, but I will say this: we have used this second rule in our Chicago Chouette for about 25 years and it has worked well. Sometimes you just don't notice the illegal move until the other player rolls, or sometimes the other player simply rolls too fast.... so we have no problem correcting the play and re-rolling.
Yes, there is a chance that someone will "take a shot" by rolling, getting a bad roll, and suddenly noticing that there was an illegal move and use that as an opportunity to roll over, but there is also a risk the other way that a player may roll quickly to stop an poor illegal move from being correcting and by his "pretending" that he didn't notice the illegal play.
So no matter what rules you play, there is opportunity for a dishonest person to take a shot, and that is why we (Jeb, Chuck and I) in writing the more comprehensive rules took the approach that we will write rules assuming everyone is fair and honest, and we will let the TD and reputations take care of weeding out the very few nasty people we might encounter. And by the way, I do know a few of those people, and when I sit down to play them, no matter what the rules are, I make sure to be extra vigilant to protect myself from possible cheating.
