After b/21:

6x1 is useless

the choice is between the safe 13/8 keeping our hands free for things to come.

Strategically we might choose for recirculation with 21/16, making our {63,52} constructive.

But in comparison with 13/8 this only adds {52} since {63} is already constructing our bar-anchor.

I think it's better to make the waiting move here:
