Duping 3s leaves 6 hit and covers (63,33,31,11) vs. 7 after 13/11 6/5 (64,44,43,41). I think that the gain from slotting the better point certainly outweighs the loss from this one extra shot. Plus 44 is a better shot for the opponent after 6/4 24/23 than 33 is after 13/11 6/5.

S (13/11 24/23) is the best response to 21$ according to Stick's rollouts.
