Because you need the 4 point in order to win, and the best way to ensure you make points is to slot them.

Chuck's point is that since White owns his 6 point (but not his 5 point), Blue will have more return shots from the bar when he comes in if White hits and leaves a blot in the outfield (6s instead of 5s). He should only do so if he rolls 21. In that case, 16 36 46 56 (8 numbers) hit on the 14, but 15 35 45 55 (7 numbers) hit on the 15. Of course hitting back with two blots in the board isn't pretty, and hitting with 55 is pretty. If White were going to leave a blot on this roll more often, I would be more inclined to leave less blots in the board, but as far as I can see, White only blots if he rolls 21.
