Yes it does. When you put yourself in opponent's shoes and are sure to take/drop, you must not double.
Sure to take = not enough good to double/take
Sure to drop = too good to double/pass
This is a serious misunderstanding of Woolsey's Law. It's the inverse of Woolsey's Law. The inverse does not hold at all.
Sure to take = either ND/T, or D/T. Sure to drop = either ND/P, or D/P.
It doesn't tell you which one of those situations it is.
