If the first offer means a logically equivalent situation then 100% no.
Good question. Only 1-away all would be considered DMP. So, in the first offer, you wouldn't have to resign at 2-away all, or whenever the cube value puts both players over. You'd only to resign when the score at the start of a game is 1-away all.
And that's a pretty big advantage:
If the score is 2-away all and you are favored and double, I'd pass, of course. And if you trail 2-away 1-away you'd have to win the match with an undoubled gammon. And if I'm the first to reach 1-away, you'd have a tough time winning the match, avoiding a 1-away all score. And if you are ahead 1-away 2-away, a simple win by me wins the match. For instance.
So ... is all that worth starting off leading 1-0/11?
