I agree.

With 13/7, if we get hit, we do not lose that much - we are losing the race as is, so if we get hit it is not a huge swing. And if we are not hit, we can start building good points and will have a chance to win prime vs prime. If we play 8/2, even if we are not hit, we don't accomplish much. 8/2 does not fit a positional plan.

Of course there is the difference in number of times we get hit, but the quality of the resulting positions would seem to override this. I played 13/7 without too much thought.
