Getting the runners moving is thematic here. I don't think anchoring on the 23 is the right idea, especially since there's nothing good to do with the three.

That seems to leave only 24/20 or 24/21 23/22? With the latter, both checkers see daylight and it's less productive for the PF's to hit loose on the 21 than the 20. I'll go with that.

24/21 23/22.
