A small market works against you in obvious ways, but it also works for you in other ways. Once you grab a big share with a great product in a small market, you've locked out anyone else coming into it. That applies to someone competing either for profit (too late!) or altruistically (BG already has what it needs).
Another reason not to low-ball it is that someone who wants it wants it a lot, while for someone who won't use it $1 is too much. I'd suggest $250.
For casual players who don't want to pay that much, perhaps TDs will have one or more to rent out. Or maybe you could have a pay-as-you-go system, where you sell the hardware at cost and then use a pay-website to do conversions to XG.
Regarding the built-in clock, if it's necessary and done nicely it's not a problem for me. If you and I play at a tournament, at least one of us is using someone else's clock. By having a universal clock, players will on average use a familiar clock more, not less. However, I might pass on this device if the thing is also a baffle box.
Joking aside, I can see how a number of problems could be solved if in fact it did more, such as integrating a baffle box (you know who rolled, the dice location is more controlled, less cocking, etc) and a doubler.
