You raise excellent points, Bob, and I think the TD will have to incorporate rules about these things...of course, I have always believed the USBGF or some other body should set standard rules that apply to the world (with the TD having the right to amend to fit the situation). Either way, these questions need to be addressed, and I certainly don't want to get into a rules debate on these issues at this time.
We have many of these questions right now. What if one player wants to record a match with a camera using the current system and the other doesn't? What if the camera runs out of battery or gets knocked and has to be reset? I think fair play and common sense will solve these problems and we will all get used to having our matches recorded.
If I were to make the rules I would always state that in the Open and Masters any player who wants to record a match with unobtrusive, proper equipment that does not distract from play should be allowed to whether the other player likes it or not (provided that both players get a copy of the match if they want it).
In lower divisions, I don't believe recordings should be forced on people because they are more self-conscious about their play and we don't want to scare people away from tournaments.
Again, specific rules about clock time to correct human errors should not be that difficult to work out, and even if they are not perfect, the benefits of having immediate, automatic recording far outweigh these minor rules questions, in my opinion.
