Right. The main issue in this scenario is making sure that the opponent doesn't somehow acquire knowledge of your numbers before the roll takes effect. So, the envelope should not only be sealed, but locked in a box, and the locked box should be given to the opponent (rather than to a third party, who might be in cahoots with one of the players and switch boxes).

Entering all the numbers into a public machine at the outset is convenient, but runs the risk that the opponent might somehow be able to extract the list of numbers from the machine. Ideally, each player should have his own device that only reveals the numbers in real time as they are needed.

A sufficiently powerful opponent could conceivably still penetrate the locked box and/or infiltrate the device that is generating numbers, but players have only themselves to blame for using boxes/devices that are insufficiently secure. Similarly, players have only themselves to blame if the opponent somehow manages to swap out the list of numbers from the locked box while the box is supposed to be in the player's custody.

As usual, the greater the security, the less convenient the system is. Physical lists of numbers on paper are less susceptible to tampering, but it's much more tedious (after the fact) to check a physical list against the actual rolls. Presumably the TD needs to be present during this confirmation process to forestall accusations of cheating that might arise from misreading the numbers.
