Ahead this far in the race, blue probably wants to make safe plays. But there is no safe play other than the excreble 4/1 4/3, so the choice seems to be make the five or bring one down.

White has no board and a homeboard blot to shoot at so that tells me I can be a bit loose. 13/9 leaves fewer shots, but making the five should make for an easier bear-in and bear-off. Seems to be worth the added shots. And when in doubt...
