Bar/23 8/3 may look forced, but priming oneself is likely to lead to trouble. Blue's plan would be to somehow blitz then extract his stragglers. He has to hope to find something better.

I think making the 20 point anchor is better since White still has work to do to extract his backmen (if he didn't and was able to double quickly, anchoring would be wrong). Blue has adequate outfield control, he can recirculate and has decent chances to hit fleeing backmen and slowly catch up. Moreover, White sometimes miss both blots and is quickly wiped out.
