"As the internet player does not need to pick up the dice and then roll (with the possibility of cocked dice), it seems to me that the 12 second value should be reduced significantly, perhaps to 8 seconds."
There are some factors going against making the delay time shorter in computer play that are not mentioned. In OTB play the actual making of the move can be seen but in online play the position is suddenly changed so some small amount of processing time is needed to see what was done. Cube action think time would be cut short by 4 seconds. Especially for the opponent, thinking can still be done while the dice are being rolled so time lost while rolling is not really totally lost.
